Korsaa ApS — Owner-Side Governance Advisory for Complex IT, AI and Development Projects
Who I help
I advise project owners, executive sponsors and senior leaders who are accountable for complex IT, AI, product-development and transformation projects.
My work is focused on one central question:
Does the current governance structure give the sponsor real control over complexity, risks, decisions and progress?
I typically support leaders when a project is strategically important, technically complex, politically visible, exposed to uncertainty, or difficult to assess through ordinary status reporting.
What I deliver
I provide independent owner-side governance advisory.
This means that I work on the accountable sponsor’s side — not as the project manager, not as the delivery supplier, and not as a method implementation consultant.
My contribution is to help the sponsor establish, optimize or regain control through better governance structures.
Typical assignments include:
-
Governance review of complex IT, AI and development projects
-
Establishment or redesign of sponsor-level governance structures
-
Independent assessment of project risks, decision structures and progress insight
-
Support to steering groups and executive sponsors
-
Early warning analysis when projects show signs of delay, budget pressure or unclear progress
-
Review of decision latency, stakeholder access and escalation structures
-
Advisory on governance for AI utilization in product-development organizations
Entry offer: Governance X-ray
The easiest way to start is a fixed-scope Governance X-ray.
A Governance X-ray is a short, independent review of whether the project’s governance structure gives the sponsor real control.
It typically examines:
-
Sponsor mandate and decision rights
-
Steering group structure and effectiveness
-
Decision latency
-
Quality of progress insight
-
Risk exposure and mitigation capability
-
Stakeholder accessibility
-
Quality goals and value measures
-
Capability gaps
-
Political reality versus technical/project reality
-
Whether reporting enables timely executive action
The output is a concise executive note with observations, governance gaps, risk patterns and recommended actions.
What I do not deliver
To avoid role confusion, I am explicit about what I do not normally deliver.
I do not normally act as:
-
The project manager
-
The programme director
-
The delivery supplier
-
The system architect
-
The legal advisor
-
The procurement advisor
-
The auditor of financial statements
-
A replacement for the sponsor’s own decision responsibility
I provide independent analysis, governance design and decision support.
The accountable sponsor and leadership team retain all formal decision responsibility.
How I work
My work is designed to be focused, confidential and low-disruption. I work on the sponsors mandate, and plan activities independently and on my own initiative.
A typical assignment may include:
-
Initial sponsor interview
-
Review of governance material, project status, risk registers and decision forums
-
Interviews with selected stakeholders, project leaders and technical/business representatives
-
Analysis of governance fit relative to the complexity of the project
-
Short executive feedback sessions
-
Written recommendations in a concise and decision-ready format
I aim to reduce noise, not create more reporting.
The purpose is to help leadership see what matters, what is unclear, what is risky, and what should be changed.
Professional background
Professional background
My advisory work is based on 35+ years of experience in IT, product development, project governance and organizational improvement.
Relevant background includes:
-
Hundreds of project and organizational analyses across industries
-
Advisory work with senior leaders, project organizations and development environments
-
Experience from financial IT, global product development and software process improvement
-
Work with governance, maturity, risk, quality and project performance
-
Published work on software process improvement, sourcing capability, agile maturity and project-related organizational capability
-
Experience from both large corporate environments and specialist advisory work
-
Development of earlier advisory concepts such as Expectations Engineering and Project Risk Radar
Expectations Engineering focused on the quality of what enters the project: stakeholder expectations, needs, requirements, risks, quality goals and validation. Project Risk Radar focused on early project-initiation risks that later drive cost overrun, delay, weak flow and loss of control.
Today, I use these perspectives as part of my sponsor-level governance advisory. They help me assess whether a project has the expectation quality, risk visibility, decision structures and governance fit needed to perform under complexity.
My core strength is pattern recognition. Based on hundreds of project and organizational analyses, I identify governance structures that create false confidence, late surprises, slow decisions or weak control in complex projects. Without that background, these structures may easily appear surprising, unavoidable or simply “normal project noise”.
Confidentiality and independence
Assignments are handled confidentially.
I can work under the client’s standard NDA or provide a separate confidentiality agreement where appropriate.
My advisory role is independent. I do not sell implementation teams, software platforms, project management tools or large transformation programmes. This helps protect the objectivity of the assessment.
Relevant professional insurance coverage will be agreed for each assignment and established before work begins where required by the client, the contract or the nature of the advisory work.
Documentation can be provided prior to assignment start.
Any potential conflict of interest will be declared before an assignment is accepted.
Data and information handling
A Governance X-ray or advisory assignment normally requires access to selected project and governance material, such as:
-
Project mandate or business case
-
Governance model
-
Steering group material
-
Risk overview
-
Progress reports
-
Decision logs
-
Role descriptions
-
Relevant project plans or dependency overviews
The scope of information access is agreed before the assignment starts.
I only request information that is relevant to the agreed assignment. Sensitive material can be reviewed on client premises or under the client’s preferred security setup where required.
Delivery model
Korsaa ApS is a specialist advisory company.
The primary value is delivered directly by Morten Korsaa. This ensures senior attention, consistency and direct accountability throughout the assignment.
Where additional capacity or specialist expertise is required, I can involve selected partners by agreement with the client. Potential supplementary capabilities may include programme management, technical architecture, legal/procurement expertise, facilitation or sector-specific expertise.
Single point of accountability for the advisory delivery — not single point of capability.
Commercial model
Assignments can be structured as:
-
Fixed-scope review
-
Time-boxed advisory support
-
Ongoing sponsor sparring
-
Workshop-based governance design
-
Partner/subcontractor delivery through the client's preferred established supplier
For a first assignment, I recommend a limited and clearly scoped engagement, such as a Governance X-ray or sponsor-level governance review.
This reduces buying risk and gives the client a concrete basis for deciding whether further support is relevant.
Typical client questions
A client may involve me when asking questions such as:
-
Do we actually have control, or only reporting?
-
Is the steering group receiving the right information?
-
Are risks being mitigated or merely registered?
-
Are decisions being made fast enough?
-
Is the project governance designed for the real complexity of the challenge?
-
Are we measuring progress in a way that enables executive action?
-
Are we seeing early warning signs before they become cost overruns?
-
Do we have the right sponsor-side structures before entering a critical phase?
Why clients use this service
Complex projects rarely fail because no one reports status.
They fail because the accountable sponsor receives the wrong insight too late, or because the governance structure is not designed for the complexity of the challenge.
This service helps sponsors and project owners establish a clearer view of:
-
What is really happening
-
What is not yet visible in ordinary reporting
-
Which decisions are delayed or unclear
-
Which risks are structurally under-managed
-
Which governance changes will improve control
-
Whether the project should continue, be changed, paused or restructured
The objective is not more governance.
The objective is better governance.
International experience
In 35 years my services has been requested globally. I have maintained this map to keep track.
